As it has considerable charm, could the Flying Rocking Horse be made available as a pet?

I assume you could just use it as a pet. There are a couple decos you could do that with.
If you are asking about making it an adoptable pet, there are a lot of items which need to be considered, discussed, and thoroughly planned before more adoptable pets are allowed.
